More prevention of violence against children and youth

(de-news.net) – Efforts to combat sexualized violence against children and adolescents are going to be intensified through structural enhancements and expanded measures of prevention. The Federal Council approved the Anti-Abuse Act, which mandates the publication of a report at least once per legislative term on the prevalence of sexual offenses against minors and the societal repercussions of such crimes. These reports will also include recommendations.

The roles of the Independent Commissioner for Child Sexual Abuse Issues, the associated Advisory Council, and the Independent Inquiry Commission are now enshrined in law, with expanded competencies. The current Commissioner, Kerstin Claus, described this development as a turning point. However, she identified additional areas requiring attention, including the fight against digital sexualized violence and the funding of dark field research, i.e. unreported hidden crimes. Claus is set to continue in her role until 2027.

Federal Minister for Family Affairs, Lisa Paus (Greens), stated that this initiative elevates the protection of minors to the highest political level. Another key element of the legislation assigns the Federal Institute for Public Health the task of preventing child sexual abuse. This involves raising awareness and training, but also providing information for parents and children.
