The “Agenda 2035” is anticipated to encompass a binding assessment of tasks and expenditures, coupled with systematic deregulation and budget-dependent task prioritization. Tasks delegated from the federal government to the municipalities should be entirely funded by the federal government.
Furthermore, the Association of Cities and Municipalities has proposed an “investment initiative,” which could exert a stabilizing influence, particularly within the public and construction sectors. Lastly, the DStGB President has called for a “realignment” of social expenditures.
