Friedrich Merz, the CDU leader and Union’s chancellor candidate, expressed confidence in achieving this goal. Similarly, Thorsten Frei, the Parliamentary Secretary of the Union faction, conveyed optimism regarding the likelihood of attaining the necessary unity for the constitutional changes to be voted upon, a day from now, regarding the special fund.

Together, the Union, SPD, and Grüne have 31 members more than needed for the two-thirds majority. Despite not being part of the incoming government, the Greens had agreed to support the amendment following negotiations.
