Moreover, Baas conceded that such structural consolidation would yield only modest fiscal efficiencies, given the limited proportion of administrative expenditures within the overall cost structure. Nonetheless, he underscored the urgency of reform in light of escalating social expenditure and the concomitant rise in financial burdens due to a limited payroll affecting both the citizenry and the broader economy.
