He underscored the imperative for greater flexibility in retirement transitions, contending that uniform policy prescriptions neglect the diversity of individual health statuses, competencies, and life circumstances. In his view, legislative frameworks should move beyond rigid chronological benchmarks and instead accommodate the heterogeneity of both the population and the labor market.

Moreover, Müntefering challenged prevailing sociolinguistic constructions of “retirement,” positing that the term fosters exclusionary narratives and implies a diminished societal role for older individuals. He advocated for a reconceptualization of retirement as a phase of potential continuity and contribution, rather than one of cessation.

Complementing these perspectives, recent figures published by the German Pension Insurance indicate that approximately 1.46 million retirees remained professionally active at the close of 2023—representing a discernible increase compared to the preceding year. The majority of these individuals exceeded the statutory retirement threshold, with a substantial proportion engaged in smaller employment arrangements (“Minijobs”).
