Bundestag factions propose stricter sanctions for parliamentary misconduct

(de-news.net) – The CDU/CSU and SPD parliamentary factions have reportedly proposed amendments to the Members of Parliament Act aimed at intensifying penalties for misconduct during plenary sessions of the Bundestag. Their legislative draft introduces two automatic sanctions intended to address recurrent breaches of parliamentary order: individuals receiving three reprimands within a single session would face automatic expulsion from the chamber, while a third reprimand within three sitting weeks would incur a financial penalty. In light of adjustments to parliamentary remuneration, the governing parties also intend to double the fines, raising them from 1,000 to 2,000 euros for a first offense and from 2,000 to 4,000 euros for repeated violations.

According to further media accounts, Bundestag President Julia Klöckner has emphasized the urgency and necessity of these regulatory enhancements. She has stressed the importance of increased transparency, accountability, and procedural efficiency in strengthening legislative processes. Klöckner has further expressed concern regarding the intensifying polarization within the Bundestag, noting the rise of both left- and right-wing blocs and the growing prevalence of confrontational rhetoric that increasingly targets individuals rather than political positions. She described the proposed reforms as the most significant revision of parliamentary procedure since 1980 and has linked the surge in reprimands to this evolving dynamic.

The Bundestag is expected to deliberate on the proposals in the coming week. The proceedings also aim to foster more substantive and dynamic parliamentary debate.
