The panel is expected to deliver its recommendations by the middle of 2026, thereby providing the government with a structured basis for legislative and administrative decisions. Central to its deliberations will be the question of how the three established pillars of retirement provision—statutory pensions, occupational schemes, and private savings—may require adjustment in light of demographic and economic developments, and how these frameworks can be preserved in equilibrium over the long term. The Ministry of Labor has emphasized that the commission’s work is guided by the principle that reliable protection after a lifetime of employment represents a core promise of the welfare state and remains indispensable for maintaining social cohesion. Officials further underscored that the resilience, solidity, and durability of the pension system must be ensured so that it continues to provide security for future generations.
The commission will be jointly chaired by Constanze Janda, professor of social law at the University of Applied Administrative Sciences in Speyer, together with Frank‑Jürgen Weise, who previously served as head of the Federal Employment Agency. Their leadership will be complemented by three deputy chairs drawn from the Bundestag: Pascal Reddig of the CDU’s Young Group, Florian Dorn of the CSU, and Annika Klose of the SPD. In addition to the parliamentary representatives, eight distinguished scholars have been appointed to contribute their expertise. These include Tabea Bucher‑Koenen, Georg Cremer, Camille Logeay, Monika Queisser, Jörg Rocholl, Silke Übelmesser, and Martin Werding, bringing specialized knowledge in economics, social policy, and law. To facilitate informed discussion, representatives of the German Pension Insurance Fund are expected to participate in the sessions, thereby ensuring that the commission can draw directly on institutional experience and respond to practical questions during its consultations.
