Lars Feld, the chairman of the expert panel on business practices, has rejected plans to assume local municipal debts. The Federal Government should not undertake such a “false incentive”. He justified that old debt regulation would release the federal states from their responsibility. He also warned that there is no investment obligation by the municipal authorities.
