At the same time, the burden on low to medium incomes is relieved, commented the Ifo Institute based on an expert report conducted commissioned by the Green parliamentary group. The amalgamation of family benefits means not only a decoupling of Unemployment Benefit II, but also more benefits for low to medium-income workers, the report explained.
