The organization stressed the necessity of illuminating circumstances that often remain concealed, noting that certain instances may involve substantial neglect. Ulrike Kempchen, legal expert with Biva, advocated for the deployment of impartial personnel to assess the adequacy of care provision. Biva further asserted that the welfare of the care-dependent individual must be prioritized at all times, particularly in view of the monthly financial support provided by the long-term care insurance fund. These funds, it was argued, ought to be allocated exclusively for caregiving purposes, rather than withheld or diverted.

Concerns have been raised regarding the current insufficiency of comprehensive inspections. Although professional care services routinely conduct advisory visits, these entities were described as having a vested interest in assuming caregiving responsibilities themselves, thereby compromising their impartiality. In response, Biva proposed the deployment of neutral evaluators to ensure that appropriate standards are upheld within family-based care arrangements.

Within the framework of home-based care, individuals are entitled to apply for monthly financial support from the long-term care insurance fund. Presently, depending on the assessed level of care, one to four advisory visits per annum are mandated, typically conducted by professional care services.
