Deutschlandticket drives emissions cuts and social mobility gains, report shows

The study also identifies up to 5.8 million potential additional users.

A federal evaluation of the all-in-one ticket for regional transport finds that, despite a recent plateau in user growth at approximately 14.5 million subscribers, the program continues to generate substantial environmental, social, and economic benefits, including significant reductions in carbon dioxide emissions and measurable improvements in mobility access for lower-income populations. At the same time, the study underscores considerable untapped expansion potential, estimating up to 5.8 million additional users under more favorable conditions.

According to the third interim assessment commissioned by the Federal Ministry of Transport, as many as 5.8 million additional people could potentially be brought into the Germany-wide public transport ticket system. The report specifies that this unrealized growth could be most effectively achieved through the reactivation of former users and through more systematic, targeted marketing approaches. Currently, around 14.5 million individuals—roughly one-fifth of the national population—rely on the ticket for unlimited access to local and regional public transportation across the country. However, the evaluators observe that user growth has slowed during 2025, a development they partly associate with public debate surrounding pricing adjustments. Since the beginning of the year, the monthly fee has increased from 58 to 63 euros.

Evaluation highlights macroeconomic benefits exceeding public financing costs

Federal Minister of Transport Patrick Schnieder characterized the program as a successful policy instrument, indirectly emphasizing that the evaluation confirms its effectiveness in easing financial burdens on citizens, encouraging greater use of public transportation networks, and contributing to reductions in greenhouse gas emissions. He further noted that financing has been jointly secured by the federal and state governments through 2030, providing a stable long-term framework for the initiative. At the same time, he stressed that the consolidation and expansion of these positive effects remain necessary, arguing that sustained demand growth will depend on reliability, an attractive price structure, and a consistently high-quality service offering.

Even as overall user numbers have stabilized over the past year, the study identifies a pronounced structural shift in mobility behavior, characterized by a move away from private car usage toward increased reliance on public transport. This modal shift is linked to an estimated annual reduction of approximately 2.5 million tons of CO2 emissions, equating to roughly a three percent decline in emissions generated by private passenger vehicle traffic. The evaluation, conducted by a consortium led by the Institute for Applied Social Science Research (infas), further concludes that the aggregate macroeconomic benefits of the program exceed the combined fiscal transfers provided by the federal and state governments, each contributing 1.5 billion euros annually to support its financing.

In addition, the report highlights notable improvements in transport accessibility, particularly for individuals with lower incomes, alongside broader gains in social participation and inclusion. It also identifies a discernible acceleration in the digital transformation of ticket distribution systems, while simultaneously noting that additional development and optimization in this area remain necessary. Overall, the findings indicate that, notwithstanding recent stagnation in user growth, the Germany ticket continues to deliver measurable environmental, social, and economic advantages, while still offering considerable potential for further expansion under more favorable pricing conditions and more effective communication strategies.
