The debate spans freight logistics, river management, heat protection, and long-term climate resilience amid mounting economic and human costs.
Germany’s Minister of Transport, Steffen Bilger (CDU), emphasized the importance of maintaining supply chains along the Rhine, Danube, and Elbe as he unveiled a package of temporary measures aimed at limiting the economic disruption caused by persistently low water levels on the country’s principal inland waterways. Following consultations with industry representatives, transportation associations, and public authorities, Bilger said the Federal Government would coordinate with Germany’s states on temporary exemptions from Sunday and public holiday truck-driving restrictions for particularly affected freight. At the same time, he said the state-owned motorway operator had been instructed to minimize avoidable construction-related bottlenecks on diversion routes, while rail freight capacity would be strengthened through additional support from DB Cargo and expanded logistics resources across Europe. The measures were presented as part of an immediate response designed to keep freight moving despite increasingly difficult navigation conditions.
Bilger described the unusually low water levels as a serious challenge for both economic activity and supply security, arguing that immediate relief measures should be accompanied by longer-term structural adaptation. According to the minister, the Federal Government intends to modernize waterways, accelerate maintenance work, encourage vessel modifications better suited to low-water conditions, and strengthen rail freight transport as part of a broader resilience strategy. He also maintained that climate change was contributing to more frequent droughts and hydrological extremes but argued that Germany should respond through technological openness and pragmatic adaptation while ensuring that businesses could continue operating during the current disruption. The broader climatic context indicates that global warming is increasing both the frequency and intensity of droughts and low-water events in some regions by altering precipitation patterns, producing rainfall that occurs less often but with greater intensity. Against that backdrop, reducing the use of fossil fuels would remain essential to limiting further increases in extreme weather.
Industry representatives said drastically reduced river depths had forced inland vessels either to operate with only a fraction of their normal cargo capacity or, in some cases, to suspend operations altogether. Although freight volumes were increasingly being shifted to rail tank cars and road transportation, available vehicles and drivers remained in limited supply, constraining the sector’s ability to fully compensate for reduced river traffic. Fuel suppliers, however, reported that service stations had not experienced shortages despite the logistical challenges. As authorities sought to coordinate their response, state transport ministers also met to discuss the situation, while Duisburg Port reported a significant increase in ship arrivals because navigation along sections of the Middle and Upper Rhine had become impractical under current water levels.
Separately, a broad coalition of environmental, social, agricultural, labor, faith-based, and emergency response organizations presented a five-point proposal calling for stronger national protection against the growing effects of climate change. The alliance criticized what it described as insufficient federal action and urged Chancellor Friedrich Merz to convene a national heat summit, establish a nationwide heat-protection strategy, strengthen constitutional support for climate adaptation, secure long-term financing, and accelerate the transition away from fossil fuels. The organizations framed the proposals as part of a coordinated national response to increasingly severe climate-related risks affecting both society and the economy.
Rising heat toll fuels health, water, and climate risks
Oliver Krischer (Greens), Transport Minister for North Rhine-Westphalia, argued that periods of exceptionally low water should no longer be viewed as isolated emergencies but as a recurring policy challenge requiring sustained federal involvement. He called for greater political support for the inland shipping industry, including assistance for vessels specifically designed to operate under low-water conditions. Environmental organizations similarly argued that government policy should extend beyond mitigating economic disruption to include stronger protection of rivers as ecologically significant habitats and essential sources of drinking water.
Former Environment Minister Steffi Lemke (Greens) also called for a comprehensive reassessment of river management, arguing that Germany’s landscape had been systematically drained despite increasingly frequent drought conditions. She maintained that restoring wetlands and floodplains, reversing drainage infrastructure, regulating industrial water extraction, and reducing urban land sealing would improve the country’s natural capacity to retain water. While acknowledging the Rhine’s distinctive economic importance, Lemke warned that failing to address these underlying structural issues would represent a significant political failure with long-term consequences.
The Robert Koch Institute substantially revised upward its estimate of heat-related mortality during the late-June heat wave after more complete mortality data became available. The institute estimated approximately 9,600 heat-related deaths during the week of June 22-28 and roughly 11,900 deaths between early April and late July. It emphasized that these estimates reflected excess mortality associated with periods of extreme heat rather than only deaths directly attributed to heat exposure, underscoring the broader public health impact of prolonged high temperatures.
The revised mortality estimates prompted renewed criticism from physicians’ representatives, who accused the Federal Government of failing to implement effective heat-protection measures. They argued that repeated discussions had not translated into concrete action or sufficient financial support, particularly for primary care practices and nursing homes, where vulnerable populations face elevated risks during periods of extreme heat. The German Patient Protection Foundation likewise called for a constitutional amendment that would enable greater federal financing of heat-protection initiatives, including solar-powered air-conditioning systems for hospitals and long-term care facilities, following the reporting of nearly 12,000 heat-related deaths during the summer.
Despite prolonged heat and drought, Germany’s mineral water industry said it did not anticipate nationwide supply shortages.
