That’s no motivation to renovate,” said association president Kai Warnecke and warned against financial speculation if renting is no longer worthwhile. According to the draft, tenants in very well insulated houses should still bear 100 percent of the surcharge themselves. The regulation is to apply as a whole from 2023.
