Environmental groups advocate ecosystem-based adaptation measures, while political leaders emphasize maintaining navigable waterways and economic resilience as record heat and drought increasingly affect transport, hydropower generation, and agriculture.
Transport Minister Steffen Bilger (CDU) faced criticism from Olaf Bandt, chairman of the German Federation for the Environment and Nature Conservation (BUND), after environmental organizations were excluded from the Federal Government’s conference on low water levels. Bandt argued that the meeting concentrated primarily on the immediate economic consequences of declining river levels while failing to address the structural drivers behind the problem. In his assessment, effective long-term adaptation would require increasing water retention across landscapes, reducing water extraction, and strengthening the climate resilience of river systems. He further maintained that persistently low river levels should be understood as a manifestation of the climate crisis rather than a temporary weather event and contended that Germany had been too slow to implement the measures outlined in its National Water Strategy.
Against that backdrop, BUND argued that policy should prioritize the protection of surface water, groundwater reserves, and the ecological functions of rivers instead of pursuing further deepening of waterways for larger vessels. The organization instead advocated expanding the use of ships designed for low-water navigation, alongside stronger incentives for climate-adapted inland shipping. It also called for greater investment in freight rail infrastructure and additional warehousing capacity, arguing that such measures would help reduce supply chain disruptions as periods of exceptionally low water become more frequent.
A contrasting perspective came from Rhineland-Palatinate Economy Minister Alexander Ebling (SPD), who argued that accelerating the deepening of the Rhine was necessary to safeguard businesses, transportation infrastructure, and Germany’s economic competitiveness. He also urged the federal government to provide additional financial resources and personnel for the Federal Waterways and Shipping Administration ahead of Bilger’s conference, maintaining that improved administrative capacity would be essential for responding to increasingly frequent periods of low water.
The debate unfolded as forecasts indicated that the heavily trafficked Rhine was likely to reach unprecedented low levels at several locations in North Rhine-Westphalia despite more than a century of hydrological observations. Water gauges had already registered levels below zero at some sites, with further declines expected over the following days, particularly along the Lower Rhine. The projected conditions underscored growing concerns about the vulnerability of one of Europe’s most important commercial waterways during prolonged drought.
Record heat, falling river levels expose growing climate risks across Germany
While the Federal Ministry for Economic Affairs stated that the exceptionally low water levels had not yet disrupted Germany’s energy supply or fuel deliveries, the effects were already becoming apparent in hydroelectric power generation. Utility company EnBW reported that reduced river flows had significantly lowered electricity production at its run-of-river hydropower facilities, with several smaller plants either operating at reduced capacity or temporarily ceasing generation altogether. Overall production through June reached only about 80 percent of the long-term reference level, while output during June itself fell considerably further at several major facilities, illustrating the broader operational consequences of prolonged drought.
As concerns over economic disruption intensified, Maritime Coordinator Christoph Ploß (CDU) renewed calls for faster expansion of waterways along the Middle and Lower Rhine. He argued that sustained periods of low water should not become a structural constraint on Germany’s economy, emphasizing that shipping restrictions were increasing transportation costs for industries dependent on bulk freight movements. Ploß also noted that the federal budget included additional funding for waterways, presenting those investments as part of a broader effort to strengthen transport resilience. Similar appeals for climate-adapted infrastructure were voiced by the construction industry, while North Rhine-Westphalia Economy Minister Mona Neubaur (Greens) highlighted the Rhine’s dual importance as both a critical ecological system and one of Germany’s principal commercial transport corridors.
The prolonged drought coincided with an exceptional period of heat across Germany. According to the German Weather Service (DWD), numerous July temperature records were established, with several monitoring stations recording temperatures of 40 degrees Celsius or higher. The agency also noted that global warming has increased both the likelihood and intensity of heat waves and warned that continued greenhouse gas emissions would be expected to reinforce this long-term trend.
The DWD further reported that July 2026 displayed a pronounced southwest-to-northeast gradient in temperature, precipitation, and sunshine duration. Western and southwestern Germany experienced conditions that were substantially warmer, drier, and sunnier than historical averages, resulting in a monthly mean temperature of 19.7 degrees Celsius, well above both reference periods. Rainfall in the southwest amounted to only about half of the 1961-1990 average, contributing to elevated wildfire risk, exceptionally low river levels, and reduced grain harvests despite localized thunderstorms. At the same time, sunshine duration reached unusually high levels nationwide, with parts of southwestern Germany recording between 325 and 350 hours of sunshine during the month, approaching regional records and highlighting the exceptional nature of the meteorological conditions.
